The 33-year-old has reached a 12-month contract with the Cherries.
Neto played once for his national team, making 21 appearances for Barcelona after joining from La Liga rivals Valencia.
Bournemouth chief executive Neil Black said: “It is very pleasing to be able to attract a player like Neto.”
“It’s a real coup for the club and we’re delighted he has chosen to join us. He has a lot of experience at the highest level, so I’m sure he will be a huge asset for us.”
Neto started his career in Parana, Brazil, before moving to Italy in Fiorentina. He moved to Juventus, where he won five trophies and a Champions League runner-up in two years, before moving to Spain.
He is the club’s fourth summer signing after Joe Roswell, Ryan Fredericks and Marcus Tavernier.
